So begins Rohini Mohan’s look at Indian Prime Minister Narendra Modi’s crackdown on non-governmental organizations.

Ms. Mohan, author of “The Seasons of Trouble: Life Amid the Ruins of Sri Lanka’s Civil War,” groups Modi with Russia’s Vladimir Putin and Recep Tayyip Erdogan of Turkey. But while the governments of Russia and Turkey “use imprisonment, threats and nationalist language to repress nongovernmental organizations,” India’s government “is going after their money.”
